Green Collar Training for Veterans (GCTV) Workgroup Goal:
To promote and advance sustainability efforts among V-REMS partners and others, and to identify ways to assist in providing a skilled Green Collar labor pool that also supports DoD and other partner needs (e.g. BRAC expansion, Executive Orders, energy audits etc.)

Background:
Supported by the Defense Supply Center Richmond and launched in 2009, GCTV is a program to develop a strategy for establishing a “Green Collar” pilot initiative to assist military veterans returning from Iraq and Afghanistan in transitioning into key environmental and sustainable support jobs throughout Virginia.

- There exists a regional scenario where Base Realignment and Closure (BRAC) expansion is already underway at several military installations within the V-REMS partnership. BRAC issues generate a great need for low impact development strategies and electronic and solid waste recycling along with green construction and design requirements. These realities clearly contribute to the need for green skilled workforce in the rush of green industry, and they are in play within the Commonwealth.
- Many veterans returning from tours of duty in Afghanistan and Iraq are transitioning from military to civilian life - mainly because they are part of the Reserve Forces or because their military commitment has been satisfied. Add to this a large population of “Wounded Warriors” that now are facing the prospect of entering civilian life faced with physical challenges that they did not have prior to their tours in the Middle East.
- On October 5, 2009, the White House issued an Executive Order “Federal Leadership in Environmental, Energy, and Economic Performance.” The policy directs Federal agencies to increase energy efficiency, reduce greenhouse gas emissions, eliminate waste, foster sustainable technology markets, implement high performance building requirements, support livability in communities where Federal facilities are located and to involve Federal employees.
